For every tender notice in National Treasury's eTenders open data (OCDS), we check whether an award was ever published for it. This page counts closed tenders with no award in the public data, per organ of state. It measures publication, not wrongdoing: a missing award record can mean the tender was awarded but not reported, was cancelled without being marked cancelled, or is still being evaluated.
